LGA Partners was involved in the redevelopment of Heritage Highlands in Rankin, PA, transforming the former Hawkins Village public housing community into a vibrant, walkable neighborhood with 105 affordable homes. This $37 million project, developed by Falbo, Pennrose, and the Allegheny County Housing Authority (ACHA), was completed in two phases and features one- to four-bedroom townhouses, a new community building, green spaces, and supportive services. The development aims to foster a thriving community while meeting the growing need for high-quality, affordable housing in the area.
The design approach for Heritage Highlands prioritized sustainability and connectivity. LGA ensured that the project met Enterprise Green Communities standards, incorporating energy-efficient features and modern amenities in each home. The first phase, completed in June 2022, included 54 units and the community building, while the second phase added 51 more units, creating a cohesive family-friendly environment. Public transit access and proximity to job opportunities further promote economic stability for residents.
The project received funding through a combination of Low Income Housing Tax Credits, PHFA funds, and contributions from Allegheny County and the Commonwealth of Pennsylvania. This multifaceted funding strategy enabled LGA Partners to design a community that balances affordability with high design and construction standards. The strategic location and thoughtful design promote long-term economic growth and community engagement, ensuring that residents can thrive in their new homes.
Heritage Highlands represents a successful model of urban redevelopment, blending historical context with modern design to revitalize Rankin’s housing stock. The project not only addressed critical housing needs but also reinvigorated the neighborhood, enhancing its sense of community and economic vibrancy. LGA Partners’ design approach underscores the importance of strategic planning and thoughtful design in the successful revitalization of underdeveloped urban areas.
